Puerto Rico’s struggles with recovery following a 6.4-magnitude earthquake in January underscore the importance of seismic resilience. FEMA estimates that thousands of Puerto Ricans are still living outdoors due to homes lost in the quake and a shortage of other housing options. This worries me, particularly when I think of the concentrations of vulnerable structures in California’s major cities and the housing challenges we already face here.
